In 2006, Base Group Corporation, CNOOC signed the agreement with Longkong Municipal Government to acquire LongkongFishingPort including relative land and equipment after 7 years’ marathon negotiation. According to the agreement, CNOOC will invest over RMB 100 million to rebuild the port and the equipment, and will convert the port into CNOOC’s most important supplying base in BohaiBayMr. He Lei attended several important negotiations in this project, and provided due diligence and other services. Upon Mr. He Lei’s report, CNOOC made the final decision to acquire the port and signed the agreement; Mr. He Lei’s work is highly appreciated by CNOOC
